The Pakistan Telecommunication Authority (PTA) has taken a significant step toward enhancing broadband access in Pakistan. On May 4, 2026, the PTA issued 21 district-level licenses for internet services. This initiative aims to promote local entrepreneurship and improve internet penetration in underserved areas.

The issuance of these licenses is part of the Broadband Policy 2004, which seeks to foster telecom competition. The licenses will be valid for 10 years and allow operations within a single district. Each license holder must pay an application processing fee of Rs. 20,000 and an initial license fee of Rs. 300,000.

License holders are also required to pay an annual fee of Rs. 100,000, which will increase by 10% each year. They must start services within one year of receiving the license and provide at least 100 broadband connections.

The PTA received a total of 62 applications for these district-level internet licenses. So far, it has approved 21 applications. This move is expected to stimulate growth in the eSIM market as well.

Zuma Resources Limited recently announced a global telecom partnership with Telna North America Inc. This agreement allows Zuma to launch a global telecom brand and expand into markets such as Europe and the UK.

The partnership with Telna has an initial term of three years, subject to renewal. Zuma is also exploring a Mobile Virtual Network Operator license from the PTA as part of its strategy.

This sequence of events represents a critical development for enhancing internet services in Pakistan. It underscores the PTA’s commitment to fostering a competitive telecom environment while promoting local businesses.
