The European Parliament’s strong condemnation of the Palestinian Authority’s educational materials highlights ongoing concerns about antisemitism and violence in their curriculum. On May 4, 2026, the Parliament voted to condemn PA textbooks for including antisemitic content and incitement to violence for the seventh consecutive year.

In July 2024, the Palestinian Authority signed an agreement with the EU committing to curriculum reform by September 2025. The EU stated that PA textbooks for Grades 1-4 must align with UNESCO standards by this deadline. However, the PA Education Ministry clarified that current textbooks have not been revised at all.

The European Parliament approved a resolution calling for conditional EU funding based on textbook content alignment with UNESCO standards. The resolution passed with 418 votes in favor, 207 against, and 14 abstentions.

The US State Department reported that PA school textbooks continue to glorify jihad and incitement to violence. Critics describe the PA’s pledge to reform its curriculum as an empty promise. Marcus Sheff, CEO of IMPACT-se, stated, “It is unthinkable that after the October 7 massacres, the PA’s curriculum remains infected with hatred, violence and antisemitism.”

Bert-Jan Ruissen emphasized the importance of ensuring real change in Palestinian classrooms. He said, “The Commission must ensure that its reform framework delivers real change in Palestinian classrooms.” Joachim Streit remarked that reforming PA textbooks presents an important opportunity for fostering tolerance and coexistence in education.

The shooting of a 14-year-old Palestinian student by an Israeli reservist highlights the escalating violence against schools in the occupied West Bank. Aws al-Naasan was shot dead on April 21, 2023, outside his school in Mughayyir. This incident is part of a troubling trend of settler violence targeting educational institutions.

Aws was killed amid a wave of attacks that have disrupted Palestinian education. The shooter, dressed in partial military uniform, aimed at the school from a hillside. Following Aws’s death, classes in Mughayyir were suspended for a week, affecting many students.

Key incidents:

Israeli settlers demolished a British- and European-funded school for Palestinian children shortly after Aws was killed.

Israeli forces have historically disrupted education in Mughayyir, including setting up checkpoints that intimidate students.

The UN reported that Israeli attacks in Gaza have resulted in at least 792 teachers and 18,639 students being killed.

Local residents express concern about their children’s safety. Ahmed Abu Ali, a friend and classmate of Aws, said, “We want to go back to school, but our families are worried.” The ongoing violence raises serious questions about the future of Palestinian education.

Tariq Hathaleen, a resident of Mughayyir, stated, “This path is not just a road; it is the lifeline that connects our children to their education and to a sense of normal life.” The situation remains precarious as tensions continue to rise.

Statements from officials:

James Elder, global spokesperson for UNICEF, remarked that these attacks on the education of Palestinian children are not isolated incidents. and B’Tselem reported that Israeli militias raid Palestinian villages to provoke confrontation and justify lethal responses against residents defending their homes.

The escalation of violence poses significant challenges for families and educators. Approximately 600,000 school-age children in Gaza currently lack formal education due to ongoing conflicts. Further developments are expected as the situation evolves.
